Top 30 Pharma CDMO Countries in Europe 2025
Analysis of 675 CDMO manufacturing sites across Europe reveals the countries with the most finished dosage facilities in operation.
Created in partnership with Fuliginous Management Consulting this infographic highlights the countries which have the most facilities in Europe who develop and manufacture Finished Dosage Forms (FDF) of small molecules.
The country with the most contract manufacturing facilities is Germany (97 facilities), followed by Italy and France in joint 2nd place with 91 facilities each. See the full ranking below.

Leading countries Germany, France and Itay benefit from “a well-established pharmaceutical industry, regulatory compliance, skilled workforce, advanced infrastructure, innovation, proximity to markets, and government support” making them prime locations for pharmaceutical manufacturing in Europe.”
Over the last few decades, the trend towards contract manufacturing has been reinforced by pharma companies divesting a big number of manufacturing sites located in those countries.
“In addition we also see a trend within the industry towards specialising on sterile forms like sterile glass vials, lyophilization and pre-filled syringes, which are more specialised technologies compared to OSD and non-sterile liquids.”
“These specialised capabilities find a more appropriate environment in Central Europe and in countries like France and Germany compared to other regions of the continent.” says George.
